Two Scenarios — One Fast, One Not

When an Algarve property owner contacts us about needing more power, the situation almost always falls into one of two distinct categories — and understanding the difference from the outset avoids the single most common source of frustration: expecting a week's turnaround on a process that takes two to three months.

Scenario One — Simple contracted power increase: If your property's existing wiring and installation can technically handle the higher power level you need, this is handled directly between you and your energy supplier — EDP, Galp or whichever commercial supplier you're with. With a smart meter, the change is made remotely within 24 hours. If a technician visit is needed, E-REDES has a maximum of five working days. Scenario Two — Technical power upgrade above the installation's Maximum Admissible Power: If the power level you need exceeds what your property's current wiring, consumer unit and supply infrastructure can safely deliver, a technical upgrade is required. This involves a DGEG-registered electrician carrying out a full inspection, producing an electrical project, signing a Termo de Responsabilidade, submitting a formal Pedido de Ligação à Rede (PLR) to E-REDES, and obtaining DGEG certification on completion. This process takes a minimum of two to three months — not because of inefficiency, but because E-REDES has regulatory processing timelines that are fixed by Portuguese law and cannot be shortened by any electrician or expedited by any payment. This is the scenario most expat property owners contacting us are dealing with.

What Triggers a Technical Power Upgrade for an Algarve Property

The most common reasons Algarve property owners need a Scenario Two technical upgrade are predictable and largely tied to the way older Algarve villas were originally specified. Many properties built before the 1990s were wired for a fraction of the electrical load a modern villa carries — a single-phase 10.35 kVA supply that was adequate for a few lights and a fridge is no longer adequate for a villa running three AC units, a pool heat pump, an EV charger and a solar system simultaneously.

The most frequent triggers we see are: solar panel installation where the system requires a supply upgrade to handle the combined load and feed-in capacity; EV charger installation where E-REDES requires certification of the installation before agreeing to increased contracted power; converting a property to Alojamento Local where the electrical specification needs to meet AL compliance standards for guest safety; villa renovation or extension where new rooms, new appliances and increased simultaneous load exceed the original supply; and upgrading from single-phase to three-phase supply — essential for any property requiring more than 10.35 kVA of contracted power, which covers most modern villas with significant AC and pool loads.

What a Termo de Responsabilidade Actually Is — and Why E-REDES Requires It

The Termo de Responsabilidade is a formal declaration signed by a DGEG-registered electrician confirming that the electrical installation has been assessed, meets the required safety standards for the power level being requested, and that the signatory takes professional responsibility for the certification. E-REDES requires this document because increasing contracted power above the installation's technical limits without certified confirmation of the wiring's capacity creates a genuine fire and safety risk — one that Portuguese law places on the electrician who signs off the work, not on the property owner.

For power increases above 41.4 kVA — typically required for commercial properties, large villa complexes or properties with significant three-phase loads — a full electrical project and exploitation Term of Responsibility are required in addition to the standard documentation. The Timeline — Why Two to Three Months Is Realistic

The timeline for a technical power upgrade in Portugal is determined by E-REDES's regulatory obligations, not by how quickly your electrician works. Once the PLR (Pedido de Ligação à Rede) is submitted with all required documentation, E-REDES has 15 working days to send the customer a quotation for any network works required. After payment, E-REDES then has 30 working days to execute any Low Tension network works. If Medium Tension infrastructure modifications are required — less common for residential properties but relevant for larger rural properties or high-load commercial sites — the timeline extends to 120 working days.

Adding the time required for the initial inspection, electrical project preparation, documentation assembly and PLR submission, the total realistic timeline for a straightforward residential Scenario Two upgrade in the Algarve is two to three months from first contact to completion. This is not a situation where paying more or applying pressure to the electrician changes the outcome — the E-REDES processing timelines are fixed by regulation. Single-Phase vs Three-Phase — What Algarve Property Owners Need to Know

The majority of older Algarve properties were originally connected to the grid on a single-phase supply — a standard domestic connection adequate for modest residential loads up to approximately 10.35 kVA. A modern Algarve villa running multiple split-system AC units, a pool heat pump, an EV charger and a solar installation can easily require double or triple that level. Where contracted power needs to exceed 10.35 kVA, a three-phase supply upgrade is required — a more substantial technical intervention that involves E-REDES infrastructure work at the property boundary as well as the internal wiring assessment.

Three-phase supply also provides better load balancing across high-draw appliances — important for properties where AC units, pool equipment and cooking appliances are running simultaneously. We assess whether your property needs a single-phase increase or a full three-phase upgrade during the site visit, and factor this into the project scope and timeline from the outset — no mid-project surprises and no unexpected costs once work has begun.

Combining a Power Upgrade with Other Work — The Right Approach

For Algarve property owners planning solar installation, a full rewire, EV charger installation or a major renovation, addressing the power upgrade as part of the same scope is always the most efficient approach. The inspection, electrical project and DGEG certification required for a power upgrade cover the same ground as the certification required for solar installation or a full rewire — doing them together under a single scope means one site visit, one set of documentation and one DGEG compliance certificate covering the complete installation.

Conversely, trying to add a solar system to a property that needs a power upgrade without addressing the upgrade first creates a sequence problem — the solar system's grid connection and UPAC registration may be contingent on the supply upgrade being completed first.
