UPAC licensing is the aspect of EV charger and solar installation in Portugal that causes the most confusion for expats — and understandably so. UPAC stands for Unidade de Produção para Autoconsumo — it's the Portuguese government registration framework for self-consumption energy systems, including solar installations that feed into an EV charger. If you have solar panels or are installing solar alongside an EV charger, Portuguese law requires the system to be registered under UPAC with the energy regulator and approved by EDP Distribuição, the grid operator. Without UPAC registration, your solar self-consumption system is operating outside the legal framework — which has implications for insurance, property compliance and resale. The UPAC registration process involves submitting technical documentation, obtaining grid connection approval from EDP and completing the formal registration with DGEG. We handle the entire UPAC process — from the DGEG-certified installation through to submission and registration — so you receive a fully compliant, fully licensed system without having to navigate Portuguese government paperwork yourself.
